The idea to build a test track in Poland that would enable the carrying out of research and development work for the needs of the automotive industry in the broadest sense of this term emerged at the beginning of 1970s and this was the time when the first plans of the infrastructure of such a unit were prepared at the Automotive Industry Institute.

In spite of amazingly rapid technological development, tests carried out on test tracks cannot be superseded by rig or simulation tests. Most of the important technical characteristics may only be confirmed in real road conditions. This equally applies to experiments and testing of prototypes, vehicle parts and component assemblies, and complete vehicles.

The Vehicle Tests Laboratory has access to the infrastructure of an airfield, with no time limits in the use of the area of runways and with a possibility to build obstacles necessary for tests.
